Need help with Norton Rescue Disk problem

I'm trying to create a new set of rescue disks for Norton 2002, and I've encountered a few problems. Initially I was told I'm missing a few files:

    mode.com
    ega.cpi
    keyboard.sys
    country.sys
    display.sys
    keyb.com

I've managed to locate all but one (keyb.com), which is not on my machine.

    Two questions:

    1. Is it essential? The explanation claims that the "file [is] necessary for your system's startup". The rescue disks appear to work ok, i.e. I tried testing them and the correct options presented themselves.

    2. If it is essential, where can I find it?

I have checked the Symantec knowledge base, but can't seem to find a solution.

p.s. Using Windows ME, if that helps.

    Thanks.

basically it's keyboard mapping utility, it's not that crucial to system startup, i think it's now called kb16.com
it's supposed to be in your windows\system32\ folder
