The European Commission has, together with the European Space Agency generated a Green paper on the “European Space Policy”

Worth reading. Intresting to see that Russia has better relations with the US then the EU when it comes to space, and visa versa.

Also I can see why dominance of space is something the US will try to hang onto, although the document lists off how they could do this, or at least set back the EU.
