If ur at the near edge of not being in the area to get broadband will it effect ur ping? In other words if you are far away from ur exchange will it make ur connection slower>? Or is it the same speed no matter where?

It will go as fast as the slowest part of the connection between you and the exchange.

What he's saying is that a ping result will take longer to come back depending on how far away the server is. You can do a tracert of the same address to see how long each stage of the packets journey is taking.

The quickest thing you can ping is your own modem or network card as there is no distance involved (ping 127.0.0.1).
