+12v limits

My +12v line is dropping down as far as 11.75 at times. Is this enough of a drop to affect cpu/ram performance? Its a 300 Watt supply

It's for fans and drive motors and stuff (and ~9v for serial which also explains the -12V too)

Have you checked with a meter ?
Have you tried it when the HDD is powered down.. - should be 12.1V (the 0.1 is for voltage drop in the cables)

The ATX spec says that +/-5% is okay on the 3.3, 5 and 12 lines, which means it'll be fine unless it drops below about 11.4v - or at least that this is what your components should have been designed to handle...
