Wierdly Slow Connection!

I usually connect at around 46kbps but today I'm connecting at 20kbps. What could be wrong? My phone line is very noisy aswell, could that be the problem? If so, how can I fix it?

If this happens when your plugged into the main phone socket(i.e. rule out an extension cable problem) then you ring eircom faults on 1901 and ask them to sort it out.
