    BCI ANNOUNCES PLANS FOR FURTHER DEVELOPMENT OF RADIO SERVICES IN DUBLIN


    The BCI today (Tuesday July 1st) announced its plans for the further development of radio services in the Dublin area. At its Board meeting on Monday June 23rd, the Commission considered proposals regarding frequency planning, undertaken in consultation with the Commission for Communications Regulation (ComReg) and their U.K. counterpart, the Radio Communications Agency, which have been on-going since July 2002.

    As a result of the consultation process, a total of four further frequencies on the FM band have currently been identified as suitable for use in the Dublin area. One frequency will provide coverage for Dublin City and County (similar to frequencies occupied by Spin 1038 and Lite FM), one frequency will provide coverage for Dublin City and part County, while a further two frequencies will provide city-wide coverage for the Dublin area.

    The availability of additional frequencies has been made possible due to the proposed relocation of a number of frequencies currently utilised by existing sound broadcasting contractors The BCI has contacted all stations who will be involved in frequency re-location and a separate table is attached detailing the new frequencies identified, the stations to be re-located, along with their proposed new frequency. The Commission is proposing to allow stations to simulcast on both new and old frequencies for a specified period of time.

    Speaking in relation to the announcement, Chief Executive of the BCI Michael O’Keeffe said, “I would like to thank our Engineering Division staff and our colleagues in ComReg and the UK for the successful completion of this frequency planning exercise. The Commission is conscious of the many calls which have been made for additional services in the Dublin. We are pleased that the new frequencies identified will enable the Commission to seek expressions of interest for services which have the potential to add to the diversity of choice for listeners in the Dublin market.”

    The BCI will now seek expressions of interest for the provision of additional commercial and special interest services in the Dublin area. An advertisement to this effect will be placed in the national press on Friday July 4th.

    Due to the fact that the term of the current board will expire in October 2003, it is anticipated that expressions of interest received for such services will be available to inform the licensing decisions of the next Board to be appointed.

    The Commission will continue to investigate the possibility of further frequency availability over the coming months. Should co-ordination be successful, any further available frequencies will be taken into consideration when examining any expressions of interest received in the current phase.
