On the oasis site it states:

"For security reasons, bulky letter items are now obliged to bear:
A detailed description of the contents
The name and address of the sender. "

"The contents of bulky letter items destined for delivery within the EU must be on the cover of the items."

I suppose this applies to sending items to England? (though I never heard of it before)

What's the definition of a "bulky item"?
