Newbie questions should be asked in the Newbie FAQ, which I'll move this thread too ...

If you want to quote another user in your reply then the quickest way to do that is to hit the 'quote' link at the bottom of the relevant post. Then you will have the tags and text that you mentioned and you can trim out any irrelevant text so it is clear what part of the post you are replying too.
