This is a guess but I think RV stands for rateable Value which is what the property would be worth on the market if for rent. The figure of 730 must be a monthly figure if I'm right, you'd also pay
a modest €25pa to the council as ground rent.

RV's were calculated a LONG time ago (~19 dot) and AFAIK rates are charged simply as a % of this notional value
(it's been a very long time since the % was less than 100)
