    A package of new EU telecoms legislation coming into effect on July 25 will allow broadband users to share their broadband connection and costs with their neighbours.

    The new regulatory legislation will supersede certain of the licensing requirements prescribed in the 1984 Telecommunications Act. The current regulatory regime requires that those operating a 2.4 GHz wireless network comply with the telecoms licensing requirements of the Telecommunications Act.

    This applies even to a domestic user operating a wireless home network, according to wireless start-op MyZones.

    From July 25 however the licensing requirements will be replaced by a more general 'authorisation' process, allowing MyZones to go live with a service that allows punters to share their broadband costs with their neighbours.

    My question is this. Does this 'EU telecoms legislation' which allows shareing of internet access without a telecoms license also apply in Ireland?

    It should apply here as well, unless ComReg decided to opt out (I am not sure if they could do that, but it may be possible). Anyway, there would be no reason for them to opt out.

    According to ComReg, there will be little change with the introduction of the Authorisation Directive.

    As I understand it, it replaces "licences" with "authorisations". As the usual way here to share internet access is to use "unlicenced" spectrum, it would appear unlikely to have an impact, unlike the current situation across the water where apparently even your neighbour needs a licence to share his DSL connection wireless with you:

    The interesting thing with the new Directives, as far as RF is concerned, is spectrum trading. According to the Radiocommunications Agency (ComReg's equivalent for RF Regulation in the UK):

    The Framework Directive allows Member States to set up a secondary market for spectrum licences. This will enable certain licensees to trade their rights to use radio frequencies between themselves under the direction of the Agency. The Agency is working up proposals on spectrum trading.
