Which Program to use to up this file

erm
gona assume you mean how to open the file..

winzip opens .tar files afaik

it could also be a renamed file, quite a lot of webspace providers won't allow mp3 files, so whoever wants to upload it has to rename it to a file type that they do allow.
if you get an error message in winzip when you try to unpack it, try renaming to .mp3
