Is WAP available via GSM wherever you get a signal from your mobile or laptop card/in-vehicle computer?

    Same for GPRS?

Yes, wherever there is GSM coverage and the network offers a WAP service, you should have no problems.

The case is not the same for GPRS, some base stations (very few, about 7 of Vodafone's) along the coast, particularly around fishing ports, do not support GPRS as the coverage of the base station is adjusted to transmit further out to sea. This does not allow GPRS to be offered on these cells... Howth is one example.
