they're as rare, and with plane camping style stuff going on with 'em theres no real point in even trying....

They are hidden in the top story of buildings on various levels, though not all. There was a thread about it here.

Should have locations for various jetpacks on levels. Though, playing online they are hard to get hold of unless you kill someone and take it off them.
