eircom i-stream stalling every few mins

I wonder can anyone help me on this. I am using eircom i-stream 512kb connection on w98 with an external usb modem. Every couple of minutes the internet connection will stall for a about 15 seconds. Does anyone else experience this?. Is it a problem on my side?. or Eircom's? Thank you.

Is the modem installed as an adapter in Control Panel > Network?

Asssign a private ip address/subnet to the tcp/ip that's bound to it and that should sort it out.

Something like 192.168.0.1 and a subnet of 255.255.255.0

It sounds like you have the very same problem as me - same setup too - USB modem, i-stream etc... I have noticed that it gets a lot worse after around 6pm...

Well it hasn't happened again in the last 10 or so minutes. so it seems ok to me.
