Will this (and other similar devices) give me USB 2.0 for sure, or does the mobo need to be USB2.0 capable?

yes

in an older PC it may not work at the full 480Mbit speed but will still beat the 12mbit usb 1.1 speeds

device to device it may work at the higher speed because the card handles the i/o
