    After claiming that negotiations on partial private circuits was wasted time, ALTO has again slammed ComReg, which is staunchly defending its own performance.

    The chairman of the Association of Licensed Telecom Operators (ALTO), Iarla Flynn, on Tuesday said that seven changes in Eircom's pricing for partial private circuits (PPC) since mid-July represent another sign that ComReg has failed to effectively manage the roll out of the product.

    "ComReg has overall responsibility here. Its management of the issue has been appalling and a continuing lack of clarity seems to indicate that the regulator has no understanding of the needs of operators," Flynn said.

    Partial private circuits (PPC) are a type of low-cost leased line that use telecom infrastructure from one carrier in conjunction with parts of Eircom's network to complete a circuit. Though both technologies are used for broadband data transfer and are an essential for big businesses, PPCs are meant to be much cheaper.
