both must be in a workgroup

shared level access (w98 network control panel settig)

workgroup must have same name on both systems

assume you have a system called XPSYSTEM

it has an administrator account, password is blank

Log onto win 98 as (in full in the user field)

    XPSYSTEM\administrator

leave password blank and hit OK
