every public library should be a Wi-Fi hotspot," he said. "Already 90 per cent have broadband, and my department is now working up that idea."

Just wondering what % of libraries here have real Broadband - let alone bandwidth to share ?

It would be a free ride for people living within the range of the library access point. Security would be a problem if it was to be open access. And of course, the security issue cuts both ways, with the library potentially able to monitor all usage.

eh - the AP would be inside the library and most of them already have video cameras. And of course it may not be on outside oppening hours.
As for security working both ways, under the Law ALL ISP's must record IP traffic source and destinations. (they are not allowed record personal details or the traffic content..)
