I don't know, and I haven't contacted IBB or ComReg about this, but I can only imagine that it's because the Navini kit isn't "fixed", so ComReg wouldn't allow them to use it for a "Fixed Wireless Access" service?

That's the sort of thinking that got the Civil Service a bad name.

But it's just speculation on my part (and sour grapes - I was hoping they'd upgrade my Ripwave kit to 3.5GHz first!).
