Yeah, the Plain English Society give it their "Foot In Mouth" award last year.

Funny, it's cumbersome, but makes perfect sense when you realise what he's saying. It wasn't part of a speech, but part of an answer to a reporters question on intelligence analysis during the attack on Iraq.
