Search functionality on flat HTML

Whats a good way to build a search page for a site thats flat html? I was thinking of a JS function that just looks through the meta tags and titles. If any one had any links to something similar that would be v.handy.

If you have access to Perl then grab the scripts over at http://www.perlfect.com/
Javascript based search things do not offer any scalability
