    When does net charging start? I'm on dial up utv xl 180hour package.

    Are you charged as soon as username and password is verified or are they charging you from when the number finishes dialing? IE are they charging you while the modem is handshaking?

    I presume you're charged for handshaking (ie: as soon as the number is dialed and the computer at the other end answers).

    For 1893, I think any failed handshakes are ignored, and online time is only deducted from when you get connected.

    For any other pay services, charging starts from the handshake. Failed handshakes are billing at a minimum call rate, i.e. "Bend over boy".
