HPB's can also enter LPB group if they feel up to the challenge.

What's the story Tom??? Check the date of OL's entry request. It was on Tuesday the 18th, closing date was on Friday the 21st.

So I think you had should add him to a group, since he DID apply in time.

I don't think you can leave him out for your mistake.
