    I assume there some sort of Police who catch people speeding in vans???

    What are they? Sounds interesting..

    They are basically a method whereby an unmarked garda van will park along the side of a road (in what would often otherwise be an unsafe position) and take holiday snaps of people exceeding the gardais well thought out speed limits (how dare you do 60 in a 50 zone!).

    The speed limits are set by the local authorities not the Gardai.

    Yes, they may consult with the Gardai but ultimately they decide on the limit & where it goes.
