Help urgently needed, laptop stuck on startup

hey help badly needed so greatly appreciated, Laptop is stuck on startup and need to know how to reintall windows tonight, its stuck on the screen where you can look at all the specs etc

At every bios bootup screen on every computer it should detect the hard drive and cdrom ...does yours do this?
Can you go into the Bios and see the Boot order (what the laptop will boot from first, usually A drive or sometimes cdrom ... make sure it is set to cdrom and stick your OS CD in there (win98 and newer boot from cd, dunno if win95 did, I cant remember)

Or try to boot into safe mode / last known good configuration etc. If you've already done that and still no joy, then put in your operating system cd, reboot, press any key when prompted to boot from cd, and follow onscreen instructions.
