Most phones which have a sound recorder can. The Nokia 8310 and the Sony Ericcson T610 are two phones I know of that can do it.

Any Symbian OS Nokia phone can do it using freeware

3650, 7650, N-Gage etc. The only thing is the phone constantly beeps as you are using it, but from what I know, this is a legal thing. All phone calls that are recoreded are supposed to have a beep-beep sound to make people aware of this fact

how do i record calls on my 3200?

During a call, hit the options button then choose record, assuming the 3200 has that function. That's how it was done on the 8310 anyway, presume it's the same for most nokia's.

Failing that - read the manual.;)

Is it the case that one person needs to know the call is being recorded?

here is a web site that details the law in the UK and our laws are usually very similar.
