Can you share a USB scanner on a Windows network?

Not unless it comes with special software to do that.

But a lot of scanners have special buttons that allow you to scan to Email - so the person who is sat at the machine would only have to put in the address and click send when the message pops up - or perhaps some have a button to scan to a folder which could then be shared.

HP make network scanners - but they ain't cheap costing many many times the price of a usb scanner, at that stage you might as well look at mutlifunction devices to replace your photocopier/fax/printer..
