Connection trouble

Friend of mine has a problem running under a windows XP system.Some kind of adware keeps trying to dial out using his IOL connection.I removed all the software I could find but the problem persists how do I set the comp to never dial out unless explicitly directed to do so by clicking on the IOL connection.

Did you run adaware (www.lavasoft.de) or one of those spybot progs?

No I was drunk and tried to remove some of the adware programs manualy.
Now he says the connection is a bit ****ed.
