It's cleverly hidden in Regional and Language Options.

Control Panel, Regaional and Language Options applet.

Click on the Regional Options tab, click Customize.

Click the Time tab, change the Time format to HH:mm:ss

That'll give you a 24 hour click with a leading zero where necessary.

To leave out the leading zero (why anyone would want to is beside the point), change to H:m:s

open Regional and language options (cp)
regional options tab --> standards and formats --> customize
time: (from hh to) HH == 24hr
