    If you wish to suggest a general forum then head along to Feedback / Suggestions and make your case for it and people will agree or disagree and eventually an admin will make a yes or no decision.

    If you wish get a community forum created (perhaps you're in a clan or a train-spotting club and you have a group of people ready to discuss something relevant to all of you) then make a request on Admin / Support giving details of what it is.
