I am looking for recommendations of a good, light download manager app.
All i need it to do is retry and resume downloads without spyware or adware.

Getright is a good one. Its connected to filemirrors.com which will provide various mirrors to anything you are downloading and can be downloading various segments of a file at the same time etc.

I'll second GetRight. There may be better ones out there but I've been using GetRight for about four years and find it rather good.

Slightly off topic, what is the ".exe" command for Norton Antivirus to scan downloads.

I am trying to intigrate Norton into Fresh Download, but there are loads of .EXE instances within the Norton Program File and I do not know which one to use?

    I use GetRight too.

    The NAV command is:

    "C:\Program Files\Norton AntiVirus\Navw32.exe"

Presuming you've that directory structure, and are using Windows 2000 or XP (not sure if it's the same under 9x).
