    Hmmm, they aren't an airline (despite being "Jetgreen Airways"), but a tour operator (both transport and accommodation services are provided).

    Jetgreen are licenced as a Tour Operator. They have the services of a
    licenced airline to take passengers.

    They are not licenced as a travel agent or as an airline.
