Need someone semi-familiar in PHP €€€

Hi, I'm looking for someone willing to help on a site of mine, I will be willing to pay said helper for their help.

Basically what I need for my site

- A way to use GD to generate image thumbnails which wont involve generating them everytime the page is loaded [ i'm thinking the best approach would be to check if a thumbnail exists when the page is loaded and generate it on the fly if it doesnt exist ]

- A way to delete images entirely off the database and clear up the entry in the database fo others to use,

- A way to stop someone from registering their e-mail twice

- multiple pages of pictures for any one user

I'm having complications doing these things on my own and would really appreciate someone who's willing to help me
