EMS Memory in Win98

anybody remember how to enable EMS memory for MS-DOS in Windows 98. I know it is chages made to the config.sys something like: device=c:\windows\himem.sys device=c:\windows\emm386.exe dos=high,umb I could be wrong but it has been a while any ideas still does not let me change EMS in a shortcut to a MS-DOS based program.
