Asset tracking in labs

Keeping track of all our lab equipment and PCs is getting harder every year.
What we need is a database application which will have details on each piece of equipment (when it was bought and where it is supposed to be, etc), a bar code label for each piece of equipment and a portable scanner with or without WiFi which can identify the individual piece of equipment quickly.
This thing is available commercially but it is expensive (15k+).
Any suggestions on a budget solution - complete.

You can get nifty wireless solutions for this, where PC's and the like have asset tags inside the case. You walk into the room with the wireless device which will tell you which tags are present, etc, and I assume it can compare them to the DB to determine if something is missing.
