tatoo safety?

hey. my brother is a tatoo virgin too,ive had a couple but the thing is wit him is dat he wants one round his arm,but hes got one problem...hes a big guy,n wen he went tru growth spurt his arms got huge but he was left wit few stretch marks,i dont think its safe to get a tat over or across em?wat ye think?

It's perfectly safe but the ink won't cover up the marks 100%, they'll be slightly lighter and still a little indented.

Moles are really the only thing you can't tattoo over, afaik.
