Anyone see this? It was a snippet in Sue Denham's "Inside Ireland" column in yesterday's Sunday Times:
It seems that the Fitzwilliam card club, a legal gambling outlet in Dublin, has been operating for a year without planning permission. Now what were the odds on that? Council officials say they are planning an enforcement order. Management of the card club admitted to Sue they applied for planning permission on the same day she contacted them.

Hopefully an enforcement order is nothing too harsh and the Fitz continues to supply us with our poker fix ;)

Significant change of use of a building requires planning permission but they wouldn't be the first business to apply after the fact. This is Ireland after all.
