    ComReg imposes new regulations for local loop on Eircom

    TELECOMS regulator ComReg has slapped Eircom with a new range of regulations in relation to local loop unbundling.

    Eircom's local access network is the last mile of the national phone line that runs from an exchange into a home or business and is the part of the network that enables competitors to deliver high-speed internet services to consumers.

    According to the regulator, the market is not competitive and Eircom has been designated as having Significant Market Power (SMP).

    The regulatory obligations require Eircom to provide unbundling at cost-oriented prices.

    The incumbent is also now subject to obligations of non-discrimination, transparency and accounting separation.

    ComReg's findings follow national consultation as well as discussions with the Competition Authority.

    Earlier this year, ComReg issued a ruling forcing Eircom to open its local telecoms network to rivals.

    A price that operators will pay Eircom to use its local network has yet to be agreed. This wholesale access price has been the subject of a bitter dispute between ComReg and Eircom for more than a year. The dispute went to the High Court last year.

    Currently an interim monthly charge of $16.81 to rivals is in place, but a new price is due to be struck shortly.

    Originally, Eircom had requested that it be allowed to charge competitors €27 a month, though ComReg said that that would have left access charges more than three times more expensive than the best international rate.

    The interim price was agreed after ComReg unsuccessfully tried to cap the charge at €14.67.

    More to the point, it's more than eircom charge end users for that same line plus access to the telephone service. (Journalists will point out the most obvious things, and then totally ignore the elephant in the corner!)

    A Rip off!!

    Chorus was charging me 13 Euro a month for a "line" that actually worked.

    I'll be if Eircom "rented" my line to Esat (or whoever, even Chorus), it still wouldn't work as the problem is really something wrong in the Exchange.

    I'm fed up with "Socket Error"
