In particular, the Portlaoise one. I was talking to somebody from the town, who's using €ircon BB, and he was a bit confused when, after all the duct-laying was finished, some guy from the contracting company called to his business and said "There's your broadband connection now", pointing to some connection point in the pavement outside. He hadn't had any communication about it beforehand, and he's heard nothing since.

Is the MAN connected to anything yet? Is it usable? Who should he talk to about it?

The MAN's are dark fibre networks and are not targetting residential users directly, i.e. the MAN's don't provide Fibre To The Home (FTTH).
Your friend would need a fibre connection to the chamber outside and then would need a telco to lease the fibre from the MSE and light it, assuming youir friend is a large company with a decent telecoms spend.

If not then your friend is limited to DSL or wireless services. DSL availablity should be increased as if the local exchange is connected to the MAN then other telco's may look at targetting that exchange with DSL type products (Smart Telecom). Wireless operators could also backhaul their resdiential traffic locally onto MAN fibre and from their to the internet via ESBT / Esat BT national networks.
