From what I remember from being the guinea pig for this pain group (thanks lucutus) When a user is banned and they sign up again using the same ip they can be added to the pain group which when they login with their new username they get a polite message.

Is there a bug in that page in the widths where you have to scroll across. Im on a 1600x1200 here and its quite weird having to scroll across the page.
