UTV send modem but no connection

Ok, m8 of mine has signed up for UTV, they sent out his modem telling him he was connected. neither his modem or mine are showing a dsl connection. plugged in a phone with no filter, no deafening sound (ur ment to get that arent u?) are they starting to send out the modems ahead of connection cause of a back log with this…
