Also, is their any system (or company) that will reply to a text with a username and password (for a website) after also charging a set fee?

I'm thinking about both of these in the context of automatically charging for website content and/or tangible products (in both Ireland and/or the U.K.).

get a premium text number ( 5xxxx) in Ireland. There are equivalents in the UK.
