Since it looks like there is no way of programming all client side rules to run at startup or from a macro. Is it possible to generate a "NewMail event" on existing emails so as to trick the rules to treat them as new emails ?

It sounds like you are trying to get Outlook to process emails that it has already received, no?
If so you should be able to do that directly via the "run these rules" command.
    Or maybe I'm missing something.

That's exactly it - for some reason the rules don't always process the email in the Mailbox, but only seem to do so when new mail arrives while user logged on.
Problem is multiple users with multiple rules so can't tell them to click all the boxes every time they start outlook.

    Which version of Outlook?
    POP or IMAP?

I know there are issues with rules and IMAP in Outlook 2000, but they seem to have been resolved in Outlook 2003.
