The fact that the female characters became a more important part of the crew in TNG etc. meant that their uniforms had to be less restrictive in order for them to play a part in the story lines.

I mean you try work as Chief Engineer and command the respect of your crew mates/subordinates whilst wearing a mini!

I mean Lietenant Uhura didn't really do much that involved standing up or moving around a great deal...

I don't think feminism played that big a part in it really.
