I'll try my best to describe it.

The drum beat is quite similar in tempo and structure as the drum beat in Stevie Wonder's "Superstition"
There's a kinda jangly sounding electric guitar over the beat, and the guy singing sounds very like David Byrne of Talking Heads.

Any suggestions?

I would guess that the one you're talking about is Float On by Modest Mouse
