I seen the Eircom broadband modem on TV but what does it do?

I saw an ad today on the Television for Eircom broadband and I was wandering what does this Broadband Modem do different from the normal DSL modem? Can this modem be used in areas that cannot get broadband? or is it just for areas that can get broadband?
