    5 second job in photoshop, open - image - image size - constrain proportions. Done.

    There's a Windows version of The Gimp (a popular (if not the most popular) linux image/arty app).
    From the above link, you eventually end up here at the win32 download page. (about 9MB to get both installers)
    It has a lot of photoshop-type features and it's opensource, so er... free.
    Haven't used it that much myself, since I'm a die-hard paintshop pro fan, but all the major features are there.
