Setting IP address at boot up

Hi, Is there a way to set the ip address at boot up. Is there such a program that would prompt for ip address info before loading windows. It would save alot of hassle when bringing the laptop into different networks, and having to start and restart the pc every time. I'm not fussy on what os this could be done on. Thanks…
