    Eastern Europe added 331,380 DSL subscriptions reaching a total of 455,497 subscribers at the end of 2003. This brought the penetration rate for the region to 0.7%

    They use even more and different measures, like "dsl lines density" and "dsl per 100 phone lines".

    If and when those countries become members of the EU Ireland has a chance to reach average levels of Broadband usage and availability.
