Windows installer service problem

When I try to launch an MS Office (2000) program or Visual Studio .Net's help system Windows relaunches that programs intaller on me. I know this is an issue with the Installer service but have never been able to find a patch/update to fix it. Does anybody know of such a patch or a workaround? Any help greatly appreciated…
